On October 18, the Xiamen Municipal People's Government, the Xiamen Haicang District People's Government, and Hangzhou Silan Microelectronics Co., Ltd. signed the "Strategic Cooperation Agreement on the 12-inch High-end Analog Integrated Circuit Chip Manufacturing Production Line Project" in Xiamen, investing in the construction of a 12-inch high-end analog integrated circuit chip production line in Haicang District, Xiamen that benchmarks against international leading standards, operates in the IDM model, and has completely independent intellectual property rights.
Xiamen Semiconductor, Xiamen New Wing Technology and Silan Microelectronics simultaneously signed the "12-inch high-end analog integrated circuit chip manufacturing production line project investment cooperation agreement."China Development Bank Xiamen Branch and Xiamen Silanwei signed the "Bank-Enterprise Strategic Cooperation Agreement."
The project has a planned total investment of 20 billion yuan and is planned to be constructed in two phases: The first phase investment scale is 10 billion yuan and is planned to start construction before the end of 2025. It will be initially put into operation in the fourth quarter of 2027 and reach production in 2030, forming an annual production capacity of 240,000 12-inch analog integrated circuit chips.The second phase of the plan will invest an additional 10 billion yuan on the basis of the first phase.After the completion of the two phases of construction, an annual production capacity of 540,000 12-inch high-end analog integrated circuit chips will be formed in Haicang District, Xiamen City, cultivating a semiconductor company with international operating capabilities, filling the gap in key chips in domestic automobiles, industry, large servers, robots, communications and other industrial fields. At the same time, it will support and drive upstream and downstream enterprises in the industry chain to gather in Xiamen, and contribute to Xiamen's industry chain in the field of integrated circuit chips.
